L’Austria insegni!

Sta suscitando scalpore e interesse il fatto che l’Austria abbia deciso per legge di abrogare le bocciature. In attesa di conoscere meglio i dettagli del provvedimento, non possiamo fare a meno di avanzare alcune considerazioni che riguardano il nostro Sistema educativo nazionale di istruzione e formazione e le nuove scelte che potrebbero essere effettuate in materia di passaggi da un anno scolastico a un altro.
E’ doverosa una premessa. Quando l’istruzione, almeno quella di base, è stata assunta come responsabilità pubblica (nel nostro Paese dal 1861 in poi), apparve logico e naturale scegliere un anno di inizio – in genere i sei anni di età – ed una successione scandita per classi di età, una sorta di percorso ad ostacoli: di qui le promozioni o le ripetenze.
La scelta obbediva ad una logica: ci sono un tot di contenuti che devono essere appresi, scanditi anno dopo anno, in considerazione del fatto di una progressiva maturazione delle capacità di intendere e di apprendere, intese come comuni, se non eguali, per tutti i bambini. Per certi versi, si trattò di una grande conquista: una scuola per tutti, ma… Quale era la ricaduta sociale? Va considerato che il sistema stesso delle ripetenze finiva con l’essere una sorta di sottosistema, coniugato con un altro sistema, quello socioeconomico, ben più importante ed inclusivo, in quanto funzionale alla conservazione – o al moderato e controllato sviluppo – di un determinato assetto sociale. A cosa sarebbe servito formare un popolo di dottori, quando percentuali altissime di unità lavorative attendevano a lavori esclusivamente manuali che non richiedevano alcuna conoscenza di base? E non era affatto un caso che le percentuali degli analfabeti sono state sempre elevate anche nei Paesi industrializzati!
Ma è importante sottolineare che la responsabilità del promuovere o bocciare, assunta come scelta funzionale alla tenuta del sistema, fu “scaricata” esclusivamente sui soggetti in apprendimento: chi studia va avanti, chi non studia è bocciato! Con i consueti refrain: non ha voglia di studiare; non è portato per…; ha una intelligenza pratica; non è maturo, quindi è bene che ripeta; si consiglia la formazione professionale… Migliaia di giustificazioni sono state “inventate” per difendere una scelta di politica sociale e culturale iniqua, giustificazioni che hanno consentito a migliaia di insegnanti di cacciare alunni dalla scuola e a milioni di cittadini di essere esclusi dal diritto alla conoscenza… e, di fatto, dal conseguente diritto di “raggiungere i più alti gradi degli studi” (art. Cost. 34) e delle professioni. Un solo esempio, data la ricorrenza: nei plebisciti che condussero al Regno d’Italia, gli aventi diritto al voto non raggiungevano nelle singole realtà territoriali il 4 o il 5% dei nuovi sudditi, anzi meglio definiti come regnicoli (si veda l’articolo 24 dello Statuto albertino)! Votava solo chi sapeva leggere e scrivere, quindi i “ricchi”! E non dimentichiamo che le donne in Italia hanno votato per la prima volta solo nel 1946! In simili situazioni i pochi pedagogisti illuminati non avevano alcuna chance per imporre modelli di istruzione assolutamente diversi!
Oggi le cose sono profondamente cambiate! Il pedagogista illuminato ha fatto breccia e negli ultimi decenni del secolo scorso tante cose le ha dette e le ha imposte! E sono anche diventate patrimonio di tutti: una scuola che boccia è una scuola ingiusta! Però una scuola che promuove cultura, civiltà e diritti ancora non c’è, perché dovrebbe essere supportata da un sistema di servizi e da scelte di bilancio assolutamente prioritarie. Solo così potrebbe promuovere tutti, non uno di meno, ovviamente adottando tutte quelle misure di carattere psicopedagogico e di sostegno funzionali a un tale traguardo. Quando nel ’62 innalzammo l’obbligo di istruzione, quando nel 77, anche sulla spinta di Don Milani, abolimmo voti e pagelle, e primi in Europa aprimmo le scuole agli handicappati, intendemmo imboccare la strada del “dare tutto a tutti” in materia di istruzione e di cultura, come primo livello di un’emancipazione anche sociale!
Su questa linea, nel ’99, con l’articolo 68 della legge 144, abbiamo introdotto l’obbligo formativo: nessun cittadino può lasciare il sistema di istruzione o di formazione professionale se non ha conseguito un titolo di studio od una qualifica entro il 18° anno di età. Nel medesimo anno abbiamo scritto esplicitamente nel regolamento dell’autonomia che le istituzioni scolastiche devono progettare e realizzare “interventi di educazione, formazione e istruzione mirati allo sviluppo della persona umana, adeguati ai diversi contesti, alla domanda delle famiglie e alle caratteristiche specifiche dei soggetti coinvolti, al fine di garantire loro il successo formativo…” (dpr 275/99, art. 1, c. 2). Il ministro Moratti, pur se ha cancellato il concetto di obbligo, ha comunque introdotto quello di diritto/dovere di istruzione e formazione (legge 53/ 03), con cui si ribadisce che nessun cittadino può lasciare il sistema di istruzione o di formazione se non ha conseguito almeno una qualifica entro il 18° anno di età.
Che cosa significano tutti questi eventi normativi? E che cosa significa in primo luogo quel SUCCESSO FORMATIVO che dobbiamo garantire a tutti? Di fatto significa che, almeno fino ai 17 anni età (le prime qualifiche sono rilasciate a tale livello) è VIETATO BOCCIARE!
Ma è possibile non bocciare in una scuola di base il cui ordinamento è quello che tutti conosciamo? Il fatto è che nella nostra storia abbiamo via via costruito spezzoni di scuola, aggiungendo quello nuovo a quello vecchio, guardando più all’adempimento della norma, al consolidamento delle diverse nuove istituzioni, che non alle finalità che di volta in volta occorreva perseguire. Se non si vuole bocciare, occorre invece garantire in primo luogo un reale percorso decennale continuo e progressivo, che sia veramente tale in verticale, e che in orizzontale possa fruire di tutte le offerte culturali ed educative che un territorio attento e sollecito verso i propri cittadini possa proporre, anche in termini di servizi.
Ma questa auspicata verticalità è già compromessa da una serie di ragioni: la scuola primaria ha una sua conclusione che non sempre si coordina con l’avvio della scuola media; la media ha a sua volta una sua conclusione, di cui il biennio successivo sa poco o nulla; il biennio obbligatorio quest’anno va al suo primo regime e – com’è noto – le incertezze operative sono moltissime. A sua volta, l’orizzontalità è in grave crisi, con quanto accade oggi nei Comuni, a proposito delle ristrettezze economiche e di una proposta federalista che sembra più penalizzante che premiante per gli Enti locali.
A tutto ciò va aggiunto che l’ordinamento didattico è quello di sempre: classi di età, cattedre disciplinari, orari altrettanto disciplinari, tutto in funzione di un percorso ad ostacoli assegnato a priori all’alunno, condannato a passare da una “formale” classe d’età ad un’altra indipendentemente dalla “sua” personale ed esclusiva fase di sviluppo/crescita.
Non è affatto detto che le classi di età anagrafiche corrispondano puntualmente con la progressiva maturazione di un soggetto. In effetti bocciare significa far ripetere un anno, cosa semplicemente assurda sotto ogni profilo: come se si potesse tornare indietro nel tempo, con tutti i danni, a livelli non sempre manifesti ed espressi, che una inverosimile operazione comporta! Di qui la proposta. Le classi d’età dovrebbero e potrebbero essere sostituite da gruppi di interesse e di motivazione, attivi per un dato periodo di tempo attorno a determinate iniziative: gruppi che nascono, maturano, invecchiano per infine sciogliersi e permettere ai singoli membri di riaggregarsi in altri nuovi gruppi, con altri interessi, con altre finalità: che saranno periodicamente rinnovati attorno a nuove ricerche, nuovi obiettivi; gruppi in cui l’età dei membri sia solo una variabile tra tante altre. Sono argomenti che non possono essere trattati e risolti in una riflessione di poche righe! Anche perché è facile costituire una classe d’età; invece costituire un gruppo, animarlo, condurlo è tutt’altra cosa. Il fatto è che la classe irrigidisce e stanca, il gruppo sprona e promuove. Sui gruppi la letteratura è sterminata! Invece, sulle classi non c’è alcuna giustificazione scientifica… salvo l’anagrafe!
Il nostro Antonio e la nostra Maria accederebbero alla scuola a sei anni e in un percorso decennale mirato, personalizzato e nel contempo interattivo con Giuseppe e Francesca, sarebbero condotti ad apprendere all’interno di gruppi impegnati in attività da svolgere o in aule attrezzate (laboratori o minilaboratori, di ricerca e sperimentazione scientifica e/o tecnologica, di drammatizzazione, di lettura, di scrittura, di produzione artistica, ecc.), in cui si apprende veramente facendo, ciascuno secondo i suoi ritmi, le sue potenzialità e così via, indipendentemente dal marchio legale dell’età. Ciò non significa che il gruppo non debba avere la sua aula, la sua tana, secondo il linguaggio degli scout, in cui riflettere, discutere, valutare, produrre, fare anche cose altre rispetto a ciò che il progetto didattico di volta in volta richiede. Chi cresce, si sviluppa e apprende non procede mai linearmente come un treno, ora intuisce e corre spedito, ora frena e necessita di un help! Quanti studiosi hanno studiato i vari step dello sviluppo/crescita in età evolutiva, non sempre legati al progress anagrafico. Si tratta di momenti che non possono dar luogo a quelle sommatorie indiscriminate per cui si è promossi o bocciati o rimandati ieri, oggi… indebitati! Si tratta di operazioni formali che invischiano lo sviluppo/crescita invece di suscitarlo e sostenerlo. Tutto ciò rinvia a un’altra organizzazione del tempo scuola, che richiede, a livello centrale, uno studio e una progettazione condotti da esperti di valore e con tempi non brevi. Le “norme generali” dell’istruzione, di cui lo Stato ha esclusiva responsabilità costituzionale, dovrebbero realizzarsi secondo tali criteri. E un tempo scuola diverso richiede anche una funzione docente diversa da quella attuale. A fianco dell’esperto disciplinare – che nessuno vorrebbe liquidare; guai però ai tuttologi! – occorre attivare altri esperti, di analisi e conduzione di gruppi, di strumenti motivazionali e valutativi, di progettazione e così via! E una assegnazione del personale all’istituzione scolastica a livello di territorio più che di singola istituzione! Occorrerebbe anche una riconsiderazione dell’edilizia scolastica: i più non sanno che gli edifici scolastici costruiti con il nuovo Regno d’Italia si rifacevano alle tipologie delle caserme: lunghi corridoi e spazi in sequenza, come dormitori o… come aule di studio; e gli alunni bene ordinati come tanti soldatini. Quanto detto sembra un libro dei sogni, e forse è vero! Il fatto è che operare in una società complessa, a dimensione sovranazionale, richiede governi in grado di pensare e progettare con ampi margini di lungimiranza!
Purtroppo non è così! Oggi… ma il Domani bisogna prepararlo, soprattutto per ciò che concerne l’Educazione, la Formazione, l’Istruzione!
