"In questi giorni sta circolando in alcune scuole di Napoli un progetto del Ministero dell’Istruzione, dell’Università e della Ricerca che propone un meccanismo di incentivazione per gli insegnanti attraverso un premio di produzione ai professori che saranno giudicati “particolarmente meritevoli”.
Questo progetto, che richiede la partecipazione volontaria dei docenti, in via sperimentale riguarderà 20 scuole tra Napoli e Torino.
Come docenti ed educatori del Liceo classico europeo e del Liceo scientifico del Convitto nazionale statale “Vittorio Emanuele II” di Napoli ci dichiariamo contrari alla proposta del Ministro per diversi motivi.
Riteniamo, in primo luogo, che il problema del trattamento economico dei professori debba rientrare in un quadro di contrattazione sindacale e politica più ampio, che ci veda discutere insieme e fare insieme proposte, come categoria di lavoratori, per un riconoscimento della nostra funzione sociale e culturale.
Certo questo non è facile in un Paese che sembra non riconoscere altro obiettivo se non il profitto e che sembra misconoscere i valori di cui la scuola si fa portavoce: quei valori che mirano a creare donne e uomini capaci di esprimere un proprio parere ponderato sulle cose, che abbiano la capacità di partecipare in modo consapevole alla vita politica, di essere veri cittadini con strumenti di interpretazione della realtà che si fondano sullo studio della storia e sull’eredità culturale del passato.
E’ questo il primo motivo per cui consideriamo offensiva una proposta che semplicisticamente voglia offrire un “premio” a chi tra i professori risulti più gradito di altri.
La proposta, inoltre, sarebbe dannosa per la categoria e non risolverebbe alcun problema della scuola. Il nostro è un lavoro che richiede libertà e serenità e che non può e non deve confrontarsi con nessun indice di gradimento da parte di superiori, colleghi, genitori o studenti.
Altro motivo ancora è che riteniamo che il lavoro di insegnante sia sì un lavoro individuale, ma anche di team: è importante confrontarsi tra colleghi serenamente, senza pensare a premi di produzione o ad apparire più “bravi” per guadagnare qualche soldo in più. Sorgerebbero certo invidie e disaccordi e allora anche “il più meritevole” tra noi docenti avrebbe difficoltà a lavorare, perché spesso la nostra forza è la nostra unità, la condivisione di regole stabilite insieme e discusse nelle sedi che la democrazia scolastica ci offre. Molta parte dell’efficacia educativa deriva proprio da questa condivisione di intenti.
E’ necessario, dunque, che i professori ritornino a pensare come una categoria di lavoratori, con una propria dignità e con delle finalità comuni.
Insomma, questa “misurazione della performance del personale docente” non andrebbe affatto, a nostro parere “a vantaggio dell’intero sistema nazionale di istruzione e di formazione professionale”, né è questo il metodo per “permettere agli insegnanti di intraprendere un percorso di miglioramento e di crescita” né “per rendere più attraente la professione docente agli occhi dei migliori giovani laureati”, come sostiene invece il Ministro Gelmini.
Per tutti questi motivi alla proposta rispondiamo: “No, grazie, non siamo interessati: è un’idea sbagliata!”.
Se poi questo “premio di produzione” dovesse essere imposto dall’alto, almeno sapremo che, quando è stato chiesto il nostro parere, abbiamo fatto la scelta che ci sembrava giusta."
