Era attesa, anche se non si nutrivano eccessive aspettative rispetto a possibili cambiamenti, e finalmente è stata pubblicata la Circolare ministeriale sugli esami di stato del primo ciclo, la C.M. n. 49 del 20 maggio a firma del Direttore generale per gli Ordinamenti scolastici Mario Dutto.
E’ una buona circolare, con un solido impianto pedagogico che richiama all’importanza della cultura della valutazione, alla valutazione formativa centrata sui punti di forza dell’alunno e sui progressi del percorso di apprendimento.
Si sottolinea come la valutazione degli apprendimenti debba essere trasparente e tempestiva coinvolgendo lo studente attraverso processi auto valutativi.
Si sollecita una valutazione del comportamento che prenda in considerazione anche le modalità di partecipazione al lavoro scolastico, l’assiduità dell’impegno, la regolarità della presenza, la condivisione degli obiettivi formativi.
In buona sostanza si conferma come sia stato valido l’impianto valutativo del primo ciclo d’istruzione sino all’entrata in vigore della Legge n. 169/2008 e del regolamento attuativo D.P.R. 122/2009 che ne hanno snaturato l’essenza stessa con l’introduzione del voto in decimi e di rigidi meccanismi matematici per la determinazione del voto finale a conclusione dell’esame di stato*.
Ed è proprio sulla determinazione della valutazione finale che la scuola media oggi si interroga, per individuare strategie e criteri atti a garantire quanto dichiarato in premessa, superando un meccanismo rigido che non permetterà di valorizzare il percorso di apprendimento del singolo alunno né tantomeno il suo processo di maturazione.
La Circolare sottolinea, ne diamo atto, la centralità del ruolo della Commissione e delle Sottocommissioni d’esame, e la professionalità dei loro componenti, nell’operare affinché “il voto conclusivo sia il frutto meditato di una valutazione collegiale delle diverse prove e del complessivo percorso scolastico dei giovani candidati”.
Senza dubbio anche i Collegi docenti, nell’individuare i criteri di valutazione per la determinazione del giudizio d’idoneità e per la valutazione delle prove d’esame, erano già arrivati alle stesse conclusioni.
Crediamo infatti che il percorso triennale di apprendimento debba essere l’elemento centrale di riferimento e che debba prendere in considerazione, come elementi valutativi, non solo gli esiti finali quadrimestrali ma anche i progressi riferiti ai livelli di partenza e i crediti formativi del percorso, formale-non formale-informale, di crescita.
La valutazione delle prove scritte d’esame dovrà necessariamente superare la semplice misurazione ed assumere pienamente la dimensione collegiale, indispensabile per poter garantire il giusto peso valutativo, evitando discutibili percorsi di medie ponderate.
Rimane il problema del colloquio pluridisciplinare, prova sino ad oggi essenziale per valutare le abilità trasversali, le capacità critiche e la maturità dell’alunno, che non avrà alcun peso sulla valutazione finale, ovvero inciderà solo per una percentuale minima (14,5 percento).
Ma di questo la circolare non ne parla, perché non ci sono possibili risposte coerenti con l’applicazione del D.P.R.122/09.
Sarà molto difficile impedire l’ “appiattimento” delle eccellenze, e, aggiungiamo noi, dei livelli medio-alti, paventato dalla Circolare , dovendo applicare il meccanismo del regolamento.
E allora “si vada a incominciare”: la scuola media è in scena per rappresentare la miopia ministeriale che ha voluto questo spettacolo di “macelleria valutativa”, per dimostrare il ritorno al rigore, alla serietà, alla selezione.
A nulla sono valse le osservazioni e le richieste avanzate dalla scuola di base, attraverso le associazioni professionali dei docenti e dei dirigenti scolastici, affinché fosse rivisto il criterio di attribuzione del voto finale e venisse riconosciuta dignitosa cittadinanza alla valutazione del percorso di apprendimento del primo ciclo, pur considerando importante il momento dell’esame per la sua funzione di conferma e/o curvatura del livello valutativo atteso, in una dimensione collegiale che superasse la valutazione strettamente disciplinare.
I Presidenti delle Commissioni d’esame avranno il compito arduo di armonizzare i criteri di valutazione, che si saranno dati i Collegi dei docenti, con l’applicazione dei regolamenti, particolarmente rigidi, con scarsa possibilità di “duttilità” offerta dalla normativa, circolare compresa.
Quando si dice che “la normativa è per la scuola una risorsa…” : in questo caso proprio non è così!
Ci chiediamo se, a fronte dei problemi riscontrati e dei risultati che non potranno che confermare le nostre preoccupazioni, ci sarà un ripensamento per adeguare lo strumento legislativo, vista la sua sostanziale inapplicabilità.
Una proposta equilibrata potrebbe essere quella di dare la stessa importanza, lo stesso “peso” valutativo ai tre momenti essenziali dell’esame finale: il percorso triennale di apprendimento, le prove scritte, il colloquio pluridisciplinare.
Ma questo sarebbe possibile solo in una scuola che pone al centro l’alunno come “persona”, come più volte è stato scritto, una scuola attenta che ascolta e che dialoga, intenta a realizzare il successo formativo di tutti e di ciascuno.
*Il voto finale è dato dalla media di 7 elementi valutativi: giudizio d’idoneità, 5 prove scritte, colloquio pluridisciplinare.
