La seconda puntata della scuola tagliata

I tagli previsti per il 2010/11 ammontano a livello nazionale complessivamente a 32.277 posti per docenti e Ata .Queste almeno le cifre pubblicate dal Sole 24 ore .

Le fonti sindacali, invece, parlano di almeno 40mila posti in meno (25mila docenti e 15mila Ata ).

Ma restiamo ai dati del giornale della Confindustria.
In Lombardia il contributo dei tagli è stimato al 21,2% del totale, pari a 6.856 posti in meno che equivalgono a 139 milioni di euro. La Lombardia ha un organico complessivo docenti e ata che si aggira attorno al 14% dell’organico nazionale e quindi, in proporzione, ha un taglio aggiuntivo del 7% .

Milano, essendo il 40% dell’organico complessivo della Lombardia avrà tagli che si aggireranno attorno a 2.700 posti.
Considerata la forte stabilizzazione a Milano del tempo pieno nella primaria (oltre il 92% ), i tagli si concentreranno nel prossimo anno, soprattutto nella secondaria superiore per effetto della riforma, sul personale ATA (altro 15% in meno) e sui docenti della media (all’incirca un centinaio di posti).

I tagli, sovrapponendosi ad un lieve incremento della popolazione scolastica, determineranno un aumento degli alunni per classe, i cui valori massimi saranno spinti verso l’alto di almeno uno o due unità (a 26-27 nella primaria, 28-29 nell’infanzia, 28-29 nella media e 28-30 nella secondaria).

I tagli che colpiranno la secondaria superiore saranno anche la conseguenza diretta dell’entrata in vigore del sistema regionale d’istruzione e formazione professionale , voluto da Formigoni. Tale decisione è sbagliata e provocherà scelte precoci e canalizzazioni irreversibili, con bassi livelli di istruzione di base, nella illusione da parte delle famiglie che così potranno far assolvere piu facilmente ai loro figli l’obbligo scolastico all’interno dell’istruzione e formazione professionale.

Il risultato sarà una forte impennata delle iscrizioni a favore dei corsi professionali che passeranno dal 22% al 35% a scapito dei Tecnici che scenderanno dal 34 al 23%, questo secondo le stime dell’Assolombarda.

Il contrario di quanto avrebbe oggi bisogno il Paese per uscire dalla crisi, vale a dire più tecnici specializzati, come commenta preoccupata la stessa Associazione degli industriali lombardi.
Questi saranno gli esiti che se non governati correttamente, produrranno ulteriori danni non solo alla scuola pubblica, già falcidiata dai tagli, con massicci licenziamenti soprattutto di precari e aumento degli esuberi, ma anche danni al nostro sistema produttivo .
Anche nella laboriosa Lombardia di questo passo si farà fatica ad uscire dalla crisi e ad agganciare la ripresa che dovrebbe dare non solo precariato ma prospettive di stabilità e sicurezza anche a quelli che, oggi studenti, saranno futuri lavoratori domani.
