Lettera di Marco Cormio sull'edilizia scolastica milanese

Come molti di voi sapranno, dal 2002 mi occupo in maniera continuativa dei problemi legati alla condizione del Patrimonio di Edilizia Scolastica della nostra città.
Tale attività la svolgo attraverso sopralluoghi, richieste di intervento presso i Settori competenti, e proposte di carattere generale rivolte agli Assessorati Comunali di riferimento.
Diverse le proposte avanzate negli anni per cercare di migliorare il sistema degli interventi messo in atto dal Comune di Milano; difficile il dialogo e il confronto con gli Assessori che finora ha portato soltanto all'assegnazione ai Dirigenti Scolastici di un fondo destinato alle piccole opere di manutenzione (in media circa 1.000 euro a plesso), un risultato minimo che non risolve i problemi dei nostri edifici scolastici ma che dà un piccolo sostegno nella gestione del piccolo disagio quotidiano.
Negli ultimi anni l'Assessorato ai Lavori Pubblici, per far fronte alle difficoltà di reperire i finanziamenti necessari da investire su questo patrimonio, ha deciso di utilizzare in maniera decisa lo strumento degli " Appalti Aperti ", ovverosia appalti costituiti da cifre consistenti da ripartire in opere molteplici (rifacimento coperture, sostituzione serramenti, tinteggiature, rifacimento batterie di servizi igienici) su stabili diversi.
Per questa ragione ho cercato di lavorare affinchè fosse messo in atto un sistema di programmazione degli interventi più chiaro e trasparente possibile, sollecitando l'Assessorato ai Lavori Pubblici a realizzare una sorta di Anagrafe Cittadina dell'Edilizia Scolastica che consenta un oculato livello di programmazione degli interventi zona per zona.
Tutto questo sono riuscito a concretizzarlo in un Ordine del Giorno approvato dal Consiglio Comunale il 30 aprile scorso in occasione della discussione sul Bilancio di Previsione 2010 che vi allego in copia.
Nei prossimi mesi cercherò di esercitare il più attento monitoraggio perchè l'impegno assunto dall'Assessorato sia rispettato.
