Partiamo da alcune considerazioni elementari. La scuola pubblica ha il compito di fornire un servizio di istruzione e di educazione a tutti i ragazzi italiani. Possibilmente di qualità. E’ interesse degli studenti, e dei cittadini in generale, avere un servizio di qualità, livelli di istruzione elevati e non scadenti. Spesso si perde di vista questo particolare: la scuola non è fatta per gli insegnanti ma per gli alunni. Per questo, per garantire il diritto all’apprendimento degli alunni e buoni livelli di istruzione, servono gli insegnanti. E soprattutto insegnanti preparati sul piano disciplinare e metodologico. E con una formazione adeguata, e continua.
Per avere una buona scuola servono dunque buoni insegnanti (sembrerebbe lapalissiano, ma in realtà non è affatto scontato). Questa è la questione centrale, di primaria importanza. Per questa ragione allora andrebbero valorizzate le professionalità e riconosciuti i diversi livelli di impegno. La realtà della nostra scuola ci dice invece che non è così: assistiamo da tempo ad un livellamento dei docenti, ad un appiattimento delle loro funzioni per cui sono tutti uguali, sul piano professionale e retributivo (vale a dire del riconoscimento sia giuridico che economico). Da noi accade che chi si impegna ed assicura un buon insegnamento percepisce lo stesso stipendio di chi non lo fa in maniera adeguata. E inoltre non ha possibilità di progressione di carriera alcuna.
In altri termini, il nostro sistema scolastico è “bloccato”: non viene valorizzato il “merito”, non vengono riconosciuti i docenti “capaci e meritevoli”, per usare un termine in uso nella Costituzione.
La questione del merito e della valorizzazione della professionalità docente
La domanda cruciale allora è: “come si fa a riconoscere i capaci e meritevoli?”. E qui casca l’asino, nel senso che finora tutti i tentativi (pochi per la verità) di riconoscere le differenze esistenti – di fatto – all’interno della categoria sono miseramente falliti.
Ricordiamo tutti bene che il disegno di riforma del ministro Berlinguer si infranse proprio contro questo scoglio. La proposta di Berlinguer avrà avuto sicuramente dei limiti, ma rappresentava un timido tentativo di introdurre elementi di valutazione e di riconoscere una progressione di carriera. Le modalità saranno state discutibili (il concorsone, i test, ecc.) ma occorre riconoscere che tale tentativo prevedeva anche, almeno in una prima fase, la richiesta del docente stesso ad essere valutato (non era quindi un’imposizione) e soprattutto una verifica “in situazione” (una lezione in aula, preparata dal docente stesso). Sappiamo come andò a finire. Con il risultato che da allora nessuno ha più ripreso la questione, né i governi di centrosinistra né quelli di centro destra. Fino ad arrivare al disegno di legge Aprea, fortemente mutato nel corso del tempo e oggi peraltro – a quanto pare – accantonato.
Il ddl Aprea prevedeva infatti un’articolazione della professione docente in tre livelli (docente iniziale, ordinario ed esperto) cui corrispondeva un distinto riconoscimento giuridico ed economico.
A tale scopo veniva istituita una commissione di valutazione presieduta dal dirigente scolastico e` composta da tre docenti esperti, eletti all’interno della medesima istituzione scolastica, e da un rappresentante designato a livello regionale dall’organismo tecnico rappresentativo. Una sorta di commissione interna dunque.
Inutile dire che anche contro questa proposta si sono scagliati fulmini di guerra. Non va bene infatti che siano il dirigente scolastico ed alcuni insegnanti a valutare altri colleghi. Quindi no ad una commissione “interna”. Un rifiuto profferito magari da chi è contrario anche ad una commissione “esterna”, per motivi opposti (che ne sanno gli esterni, professionisti che fanno un’apparizione saltuaria nella scuola, del suo funzionamento e dell’impegno quotidiano dei docenti?).
Sta di fatto che il Ddl Aprea, pur con tutti i suoi limiti, rappresentava un altro tentativo di riconoscere le differenze all’interno della categoria, valorizzando le professionalità. O almeno questo era l’intento.
Valutare si può
La domanda che ci poniamo allora è la seguente: possibile che solo in Italia non si riesca a predisporre un sistema di valutazione della professionalità docente? Eppure negli altri paesi europei esistono modalità di valutazione ed esperienze, magari rivisitate criticamente ma in atto…
Possibile che non si riesca a pensare ad un meccanismo che tenga insieme vari elementi? Prendiamo ad esempio il dirigente scolastico, che è colui che dovrebbe garantire in primis il corretto funzionamento del servizio scuola e tutelare il diritto degli alunni ad una buona prestazione. Il dirigente scolastico (ci riferiamo in particolare alla scuola di base, ma non solo) ha la possibilità di entrare nelle classi e nei laboratori. Può vedere come lavora l’insegnante tutti i giorni, come insegna, come si relaziona con gli alunni e se sa coinvolgerli e motivarli. Può rendersi conto di quale sia la preparazione disciplinare e culturale del docente. Se si aggiorna o no. Ha rapporti diretti con l’utenza (i genitori degli alunni) e può verificare il grado di soddisfazione o meno della stessa (con tutte le cautele possibili, ma non è un dato irrilevante…).
Ebbene: deve essere il dirigente scolastico a valutare gli insegnanti? Assolutamente no. E per vari motivi. Innanzi tutto anche il dirigente è imperfetto, può commettere errori di valutazione, può farsi condizionare da elementi soggettivi , possono esserci implicazioni di tipo personale, ecc. Si può poi riconoscere anche il rischio di forme di eccesso di potere, discrezionalità, possibile clientelismo, eccetera eccetera…
Ma non si può neanche pensare di escludere totalmente questa figura dirigenziale dal meccanismo di valutazione dei docenti, di tenerla del tutto “fuori gioco”. Per un motivo banale: se dopo qualche anno di presenza in sede un dirigente non è in grado di conoscere la situazione della sua scuola, di conoscerne il funzionamento e le problematiche, allora che ci sta a fare? Non si può pensare di escludere il dirigente scolastico da funzioni di carattere educativo e didattico-organizzativo (ovvero di “leadership educativa”) e ridurlo al mero ruolo di amministratore di condominio (colui che controlla se funziona o meno l’impianto di riscaldamento piuttosto che i servizi igienici…) o all’esercizio esclusivo di funzioni contabili-amministrative.
Oltre tutto è il caso di ricordare che è la stessa legge istitutiva della dirigenza scolastica ad individuare nel capo d’istituto preposto all’istituzione scolastica autonoma il “responsabile della gestione delle risorse finanziarie e strumentali e dei risultati del servizio” (sic), attribuendogli “autonomi poteri di direzione, di coordinamento e di valorizzazione delle risorse umane” (decreto lgs. 29/1993, art.25 bis).
Allora il dirigente scolastico può essere un punto di partenza. Può ragionevolmente “concorrere” al processo di valutazione. Nel senso di raccogliere e fornire, come in una fase “istruttoria”, alcuni elementi di conoscenza del docente (impegno nella conduzione della classe, preparazione disciplinare, capacità relazionale, corsi di formazione e aggiornamento frequentati, ecc.). Questa prima traccia, presa con tutte le cautele che vogliamo, potrebbe costituire una base di partenza per una commissione di valutazione allargata, un mix di figure interne alla scuola ed esterne o, se proprio si vuole evitare la figura del “collega che valuta il collega” (ma non è già così negli attuali comitati di valutazione dei docenti nell’anno di prova?), di sole figure esterne, ispettori tecnici, ecc.
La complessità non può diventare un alibi
Non va bene neanche questa modalità? Allora se ne proponga un’altra, ma si avanzino delle proposte concrete e non dei semplici rifiuti. Abbiamo insomma la netta impressione che dietro le affermazioni secondo cui il sistema scolastico è una realtà complessa, la valutazione delle competenze è una questione complessa e per nulla semplice (verissimo), ecc. in realtà ci sia la tendenza (talvolta anche da parte sindacale) a lasciare le cose come stanno. Siccome valutare il “merito” è difficile allora non se ne fa nulla, fino a quando non si trova la soluzione perfetta. Cioè mai.
La questione del merito e della valutazione è un po’ come l’araba fenice del melodramma di Metastasio: “che vi sia ciascun lo dice, dove sia nessun lo sa”.
A questo si aggiunge il fatto che istituire commissioni di valutazione, interne od esterne che siano, comporta dei costi. Quindi, di questi tempi, meglio lasciare le cose come sono.
Eppure, sia da parte dell’Amministrazione (di un’Amministrazione cui sta a cuore la scuola pubblica, beninteso) che da parte sindacale (in particolare dei sindacati confederali che dovrebbero avere come stella polare non solo la difesa degli interessi di categoria ma l’affermazione dei diritti più generali, quali il buon funzionamento del servizio pubblico) la valorizzazione del personale docente dovrebbe costituire una questione di importanza primaria.
Ma abbiamo qualche dubbio sul fatto che la situazione si possa sbloccare, per le varie resistenze al cambiamento in campo. E così i docenti migliori, non adeguatamente valorizzati, continueranno a deprimersi e a demotivarsi e gli altri, quelli che tirano a campare (e purtroppo ci sono, anche se non sono i più) continueranno a vivacchiare. Alla faccia della qualità della scuola e di tutte le affermazioni retoriche che si fanno in proposito.
