Ecco perchè gli insegnanti precari rifiutano i contratti di disponibilità

I C.I.P., Comitati Insegnanti Precari, esprimono il loro netto rifiuto per i cosiddetti contratti di disponibilità perché non risolvono l’emergenza istruzione del Paese ma sono un palliativo che favorisce, solo per i prossimi 8 o 12 mesi, il parziale mantenimento del reddito di alcuni precari e non garantisce loro l’attesa assunzione a tempo indeterminato dopo vari decenni di precarizzazione. Un siffatto provvedimento, invece di essere un ammortizzatore sociale, diviene un detonatore per ulteriori conflittualità derivanti da nuove penalizzazioni e iniquità. Dal contratto di disponibilità verrebbero esclusi, infatti, non solo coloro che hanno sì lavorato per l’intero anno scolastico ma con incarichi dei presidi (validi fino al termine delle lezione, e non fino al 30 giugno o al 31 agosto), ma anche tutti quelli che hanno maturato un anno di servizio cumulando più periodi in diverse scuole o per vari insegnamenti.

Questi contratti, inoltre, non intervengono sulla questione nodale dei tagli indiscriminati nella scuola pubblica. Tagli non solo occupazionali di docenti e personale tecnico ed amministrativo ma anche di tempo scuola, di interi istituti, di classi con l’aumento abnorme del numero degli alunni in quelle restanti, del supporto agli studenti diversamente abili, delle risorse per la didattica ordinaria, della sicurezza degli edifici, della dotazione strumentale, dei generi di prima necessità e di tutto quanto contribuisce a procurare efficacia e qualità alla funzione educativa e formativa. Per questo si richiede il ritiro ad horasdi tutti i provvedimenti finalizzati alla penalizzazione della scuola statale e la immediata immissione in ruolo degli insegnanti precari su tutti i posti vacanti e disponibili.

I C.I.P., inoltre, denunciano la mistificazione con la quale si è millantata come soluzione una truffa del tutto insensata, onerosa e inutile. L’ipotesi prospettata come “contratto di disponibilità” altro non è che una misura di sostegno al reddito, già in parte disponibile, a carico dell’INPS e nota come “disoccupazione ordinaria” che, di norma, viene erogata ai docenti disoccupati per la durata di 8 mesi (o per 12 mesi a chi abbia già superato i 50 anni) e un ammontare di circa 860 euro al mese. A questo importo dovrebbe aggiungersi il sostegno regionale. Tra i vantaggi strombazzati dal governo c’è il diritto al punteggio in graduatoria. Mentre si garantisce ciò, con assoluta malafede, lo stesso ministro continua ad annunciare il varo di un nuovo sistema di reclutamento e di una nuova graduatoria regionale che sostituirà quelle vigenti, se non la chiamata diretta da parte dei presidi, avulsa da criteri di priorità e trasparenza. In sostanza, si nega il diritto all’assunzione in ruolo prospettando in cambio supplenze brevi - da accettare obbligatoriamente per il tempo e le sedi disponibili, pena la revoca di ogni sussidio – un’elemosina una tantum come compenso temporaneo e, come merce di scambio finale, un punteggio non fruibile nelle future graduatorie. Il tutto secondo il costume imperante nei diplomifici, dove si compensano sottoccupazione e sottoretribuzione con l’elargizione del punteggio per le graduatorie. In pratica, un caporalato di stato, un autentico raggiro che solo un’informazione subalterna al potere governativo e poco abituata a capire prima di riferire, a valutare e nel caso denunciare, può permettersi di definire come “risolutiva” della vertenza aperta dai precari di tutt’Italia.

I C.I.P. fanno notare che la pseudo “risoluzione” prospettata dalla ministra Gelmini rende evidente, ancora una volta, la sua assoluta inadeguatezza a ricoprire questa funzione a conferma del basso profilo istituzionale e sociale che questo governo ha voluto destinare al dicastero dell’Istruzione. Le misure tampone della Gelmini, infatti, sono tardive, insensate e inadeguate. Fatte per non turbare assolutamente il ministro delle finanze Tremonti, al quale la stessa non osa neanche rivolgersi, preferendo riciclare risorse dei lavoratori, integrate con l’obolo di buona volontà di talune regioni. I C.I.P., alla luce di tutto ciò e degli altri disastri prodotti in questi primi diciotto mesi di governo, ritengono che il dicastero dell’Istruzione abbia bisogno di un ministro di maggior peso politico, autorevolezza, competenza, credibilità, esperienza, cultura amministrativa, intelligenza e coraggio. Ma sia anche indenne dal livore verso la pubblica amministrazione, dalla belluina furia distruttiva verso la scuola statale e dall’accanimento preconcetto nei confronti della categoria degli insegnanti.
