Il taglio di 103 milioni di euro sulla gratuità dei libri di testo operato dal Governo nella Legge finanziaria costituisce una scelta di pesantissima gravità politica e un segnale molto preoccupante.
In primo luogo perché esso non può essere sensatamente giustificato da ragioni di bilancio vista l’entità della cifra praticamente irrilevante sui conti pubblici.
In secondo luogo perché a pesantissimi caratteri di iniquità sociale unisce una sorta di “spregio” verso la fruizione del diritto allo studio da parte di tutti e incoraggia la dispersione e l’evasione scolastica.
In terzo luogo perché si colloca nel contesto di tagli strutturali alla spesa per il sapere che non sono sia pur lontanamente assimilabili ad alcuna altra voce del bilancio dello Stato. Tagli che, per la loro entità e qualità, denotano la volontà di smantellamento della scuola pubblica e la concezione dell’istruzione non più come diritto fondamentale bensì come privilegio elitario.
Il provvedimento. Duecento euro annui sottratti a un milione di famiglie a basso reddito
Il taglio di 103 milioni si riferisce ad un provvedimento contenuto nella Finanziaria del 1998 (art. 27) con cui si prevedeva uno stanziamento di 200 miliardi di vecchie lire per la gratuità dei libri di testo nella scuola media e per il “comodato dei libri” nella secondaria superiore, destinato alle famiglie con un reddito ISE corrispondente agli attuali 15.000 euro annui.
Fino ad oggi tale stanziamento era stato prorogato dai vari governi che si erano succeduti, l’ultima proroga triennale era stata decisa dal governo Prodi, è scaduta quest’anno, ora il Governo Berlusconi ha deciso di sopprimere il finanziamento.
Secondo le tabelle governative periodicamente aggiornate il finanziamento ha coinvolto ogni anno circa un milione di famiglie su un totale di circa quattro milioni con figli frequentanti la scuola secondaria di primo e secondo grado. Ad ognuna di queste famiglie veniva attribuito (tramite Regioni e Comuni) un contributo per il costo dei libri di testo variante fra i 150 e i 200 euro annui. Col taglio dei 103 milioni di euro tale contributo cesserà completamente e rimarranno solo eventuali stanziamenti regionali. L’entità di questi ultimi è spesso commisurata alla ricchezza delle regioni, mentre in alcune regioni “ricche” governate dalla destra ( la Lombardia ne è l’esempio più significativo!) la quasi totalità dei fondi regionali per il diritto allo studio viene destinata agli studenti che frequentano le scuole private anche se titolari di redditi elevatissimi. Il taglio del fondo nazionale, quindi, comporterà, anche in queste ultime regioni, una forte penalizzazione delle famiglie a reddito medio-basso i cui figli frequentano la scuola statale.
A subire le conseguenze di tale taglio saranno solo e ovunque le famiglie con redditi medio bassi, ovvero quelle maggiormente messe a dura prova dalla crisi economica nel lavoro, nel reddito, nelle elementari condizioni di vita. Da oggi in avanti esse saranno private anche di un importante sostegno per il diritto allo studio dei loro figli. Ad essere colpite saranno le zone meno ricche del Paese dove si registrano redditi meno elevati. Non riceveranno più contributi per i libri di testo il 36,7% delle famiglie in Sicilia, il 35% in Calabria, il 31% in Basilicata; ma anche 70.000 famiglie in Lombardia, 40.000 in Liguria, ecc.
Non reggono le ragioni di bilancio
E’ difficile individuare una motivazione credibile a questa scelta. Le ragioni di bilancio non reggono! Basti considerare che questo governo ha già tagliato solo nel settore scuola 8 miliardi di euro, una quantità di risorse incommensurabilmente maggiore di qualsiasi altro taglio apportato ad ogni altra voce di spesa del bilancio statale. Perché tagliare altri 103 milioni (una goccia nell’oceano dei tagli) che hanno un impatto sociale tanto forte? E quale rilevanza può avere una simile cifra sull’intero bilancio dello Stato? Praticamente nessuna. E allora perché? La risposta può individuarsi solo nell’ideologia e nel progetto strategico di un governo che nella sua foga iconoclasta di smantellamento della scuola pubblica e del diritto di istruzione, cade negli atti della più becera e odiosa discriminazione sociale e classista.
Tutto questo non è accettabile in alcun modo.
La Costituzione italiana. Il referendum studentesco. Ripristinare e incrementare i 103 milioni
Al milione di famiglie italiane che fino ad oggi ne hanno fruito, quei centotre milioni di euro spettano di diritto. Un diritto sancito dalla Costituzione italiana dove afferma che “l’istruzione è obbligatoria e gratuita per almeno otto anni”.
E’ in nome della Costituzione, dunque, che questo governo deve ripristinare immediatamente quei 103 milioni tagliati, deve incrementarli adeguatamente al fine di realizzare pienamente la gratuità dell’obbligo di istruzione.
E’ certamente riferendosi anche al dettato costituzionale che gli studenti italiani si sono pronunciati in un referendum ( al quale hanno partecipato oltre duecentomila studenti della secondaria superiore ed i cui risultati sono stati resi noti proprio in questi giorni) per la gratuità e per il comodato d’uso dei libri di testo.
Infine due suggerimenti al governo del ministro Gelmini. Per quanto riguarda gli investimenti nel sapere e nell’istruzione vada a rileggersi con attenzione lo studio Bankitalia in cui si sostiene che le spese per l’istruzione sono un investimento per il futuro e non una spesa. Di conseguenza, insieme a Tremonti, individui altri strumenti per ripianare il bilancio dello Stato. Per esempio inizi a colpire quelle immense ricchezze finanziarie soggette a percentuali di tassazione ridicole, corrispondenti alla metà di quelle pagate dai pensionati! Ad esse il Governo di Berlusconi, Tremonti, Gelmini sembra guardare più che con indifferenza, con tolleranza, con complicità e con consenso, quasi fosse cosa a loro cara. E’ accertato e dimostrato che una tassazione equa (pari a quella di tutti gli altri paesi europei) di queste ricchezze consentirebbe entrate di diversi miliardi per lo Stato! Alla faccia del taglio di 103 milioni di euro per la gratuità dei libri di testo!
P. S. Non vorremmo che i 103 milioni per il diritto allo studio fossero stati tagliati oggi per essere ripristinati all’indomani della Finanziaria e servire così da pretesto per giustificare contestuali finanziamenti alla scuola privata. ( Questo parrebbe essere l’intento, quasi apertamente manifestato, della Gelmini).
