La stampa riporta notizie di un piano dell’Ufficio Scolastico Regionale della Lombardia che prevederebbe, opportunamente, il coinvolgimento delle prefetture per consentire l’arrivo dei minori per ricongiungimento entro l’inizio dell’anno scolastico ma anche un tetto/percentuale di “alunni stranieri” per classe. In sede nazionale si era parlato del 30% ma in Lombardia si pensa sia meglio il limite del 20%. In ogni caso per ora non se ne fa ancora nulla perché occorrerebbe comunque una circolare ministeriale, si dice. Allora di che piano si sta parlando?
Sembrerebbe piuttosto un parere espresso dal Direttore Scolastico. Un parere che però è necessario circostanziare e meglio definire altrimenti rischia di essere uno dei tanti “messaggi”, cui ci hanno abituato i politici, vestiti di “buon senso” ma che in realtà rischiano di far passare e di legittimare idee di separazione, divisione, esclusione, facendo come al solito di ogni erba un fascio. Un approccio che marca, nel nostro paese, una sistematica tendenza ad affrontare i problemi isolandoli dal contesto sociopolitico. La inaccettabile lunghezza dei processi penali viene di fatto cancellata con la “trovata” dei processi brevi, invece di mettere in atto tutte le strategie e le risorse utili a mettere i giudici nelle condizioni di emettere in tempi ragionevoli le sentenze. E, con la stessa tecnica, invece di mettere le scuole nelle condizioni operative, almeno sufficienti, idonee a far fronte alle esigenze di integrazione per il successo formativo di tutti gli alunni (italiani e stranieri), si cerca di costruire “tetti” palesemente discriminatori senza alcun fondamento giuridico.
Volendo affrontare con serietà la proposta, può essere utile considerare alcune questioni e domande.
Tanto per cominciare, si sta parlando di una percentuale che considera tutti gli alunni stranieri, anche quelli nati in Italia (ormai la maggioranza nelle scuole dell’infanzia e nella primaria) o qui da lungo tempo, o solamente dei NAI, i “neo arrivati” ? Se si parla di questi ultimi diciamo che la percentuale del 20 è addirittura esagerata, significa che in una ipotetica classe di 20 alunni si possono inserire ben 4 alunni neoarrivati. Quale dirigente scolastico fa questo, se appena ha una diversa possibilità? Cerca di inserirli in classi parallele o in altri plessi dello stesso istituto. Certo nell’unica scuola di una paesino con una sola classe quinta, ad esempio, non si potrebbe far altro, a meno di mandare l’alunno neo-arrivato nel paese più vicino, ammesso che là non vi sia una situazione simile. E’ evidente che in casi similari la soluzione quindi non potrebbe essere il tetto/percentuale a meno di imporre agli alunni stranieri, anche piccoli, viaggi quotidiani verso scuole distanti. Si pongono allora questioni di ordine generale e di principio. Nessuna circolare potrebbe obbligare un genitore a iscrivere suo figlio in una scuola diversa da quella che gli toccherebbe in base alla sua abitazione, anche perché si introdurrebbe nell’ordinamento una regola valida solo per i cittadini stranieri, introducendo così una differenziazione nei diritti sulla base della cittadinanza . E, conseguentemente, si dovrebbe eliminare dalle norme qualsiasi riferimento alla territorialità, alle ombre residuali dei vecchi bacini di utenza, per stabilire il principio dell’iscrizione sulla base dell’ordine di domanda e in relazione ai posti disponibili. Ma anche in questo caso, in presenza di posti disponibili si porrebbero le questioni precedenti.
Questioni che, evidentemente, rimarrebbero aperte anche nel caso in cui il tetto/percentuale riguardasse gli alunni stranieri in generale, tutti coloro che non hanno la cittadinanza italiana (CNI, cittadinanza non italiana). Se ne aggiungerebbero poi altre: perché la presenza di alunni giuridicamente stranieri sarebbe un problema oltre una certa soglia ? Soprattutto, perché lo sarebbe se magari nel contesto territoriale in cui è inserita la scuola i residenti stranieri rappresentano una quota significativa della popolazione? Un tetto per scuole in cui la percentuale degli iscritti stranieri è alta comporterebbe la possibile diminuzione di utenza e di classi. E’ vero che nelle realtà cittadine l’alta percentuale di alunni stranieri spesso si accompagna alla uscita di alunni italiani verso scuole meno etnicamente connotate; ma allora per diminuire la percentuale di alunni NAI occorrerebbe far sì che gli autoctoni in uscita non fossero accolti facilmente da altre scuole (e qui dovremmo aprire il discorso sulla progettualità delle scuole). Insomma domande che richiedono risposte che, almeno a quanto riporta la stampa, non pare siano state date.
A nostro parere una decisione rispettosa del principio di uguaglianza e di parità dei diritti oltre che consapevole della grande varietà delle situazioni, potrebbe prevedere:
- un tetto/percentuale di alunni NAI per classe come criterio ordinatore ma non prescrittivo;
- la messa a regime di reti di scuole viciniori i cui dirigenti sono impegnati nell’equilibrare le presenze di alunni NAI tenendo come criterio il tetto/percentuale stabilito, eventualmente stabilendo “zone di utenza” ampie valide per tutti gli aventi diritto all’istruzione;
- l’affermazione della possibilità di non inserire nuovi alunni NAI in una classe, che ha già una loro consistente presenza, anche se gli iscritti della medesima non raggiungono il numero massimo previsto dalle norme;
- l’opera di “persuasione morale” verso i genitori stranieri e italiani nell’orientare le iscrizioni;
- dispositivi sistematici di supporto all’apprendimento dell’italiano L2 per tutti gli alunni NAI, con il necessario aumento di insegnanti facilitatori statali, in particolare nelle situazioni in cui non è possibile procedere a interventi di equilibrazione fra le scuole del territorio;
- più in generale un’azione di sostegno progettuale, da parte dell’Amministrazione scolastica e degli enti locali, alle scuole oggi “in sofferenza”, anche per la fuga di alunni italiani che fa aumentare la percentuale di alunni stranieri;
- chiusura di plessi scolastici che, per ragioni diverse, sono divenuti un concentrato di separatezza e problematicità.
