Uno strano silenzio é sceso sui Centri per l'istruzione degli adulti

Abbiamo già scritto in altri articoli precedenti che il rinvio al 2010 dell’istituzione dei Centri Provinciali per l'istruzione degli Adulti - che per qualcuno costituisce un’opportuna pausa di riflessione - a nostro avviso è invece un passo indietro, una brusca frenata in direzione dei Centri. Questi organismi - fondati sostanzialmente su un raccordo organico CTP-corsi serali - hanno infatti una "fase di gestazione" piuttosto lunga. Questa prospettiva viene indicata con chiarezza già nella famosa circolare del Direttore del MIUR G.Nardiello del 16.9.2004, cinque anni fa.

Negli anni successivi sono state attuate tutta una serie di "sperimentazioni" che dovevano costituire i presupposti, le "prove tecniche" per la costituzione dei centri. Nell’area piemontese, com’è noto, c’è stato il progetto POLIS, che includeva anche la formazione professionale (e che avrebbe potuto costituire la base, come ha ricordato Fiorella Farinelli su Scuolaoggi, di un piano nazionale di sperimentazione). A Milano ci sono state esperienze che si collocavano lungo quella linea, come quella del P.O.I. (Percorsi Orientativi Integrati) o similari, vale a dire sperimentazioni di "monoenni", gestiti insieme da docenti dei CTP e dei serali.

E’ il caso di ricordare anche, elemento non trascurabile, che – in provincia di Milano - per sostenere forme di raccordo tra CTP e corsi serali sono stati assegnati alle scuole, negli ultimi tre-quattro anni, finanziamenti non irrilevanti (circa 700 mila euro) per i progetti di rete presentati. Non solo, ma l’ANSAS (ex Irre) Lombardia e l’USR hanno messo in campo iniziative di formazione e confronto per docenti e dirigenti scolastici. Ricordiamo, solo nell’ultimo anno, il convegno "CPIA: missione (im)possibile" presso l’ex Irre e il Seminario di studi sull’EDA presso l’istituto Cavalieri, con una bella relazione del neo Provveditore di Milano Giuliana Pupazzoni, "L’educazione degli adulti tra passato e futuro").

Ora il vero "salto di qualità", la vera "sperimentazione", per dare uno sbocco anche a quelle esperienze, sarebbe stata l’istituzione formale di qualche CPIA sul piano organizzativo (un dirigente scolastico specifico, sostenuto da alcune figure di staff, con un proprio organico docenti e un proprio apparato amministrativo). In questo modo si sarebbe finalmente affermata la specificità e l’autonomia dei CPIA, separando finalmente i CTP dalle scuole elementari e medie presso cui sono ancora insediati e raccordandoli organicamente con i corsi serali. Com’è noto così non è avvenuto e tutto quanto è stato rinviato al 2010.

Ma quello che ci sorprende maggiormente è il velo di silenzio che è calato da qualche mese su tutta questa vicenda. E’ vero che sono cambiate in parte le carte in tavola (riconsiderazione del triennio dei serali oltre che del biennio) e che si attendono i regolamenti sugli istituti superiori e quindi anche sui CPIA. E’ vero anche che in Lombardia c’è stato un cambio al vertice sia all’ufficio scolastico regionale che in quello provinciale, ma è abbastanza singolare che da parte dell’amministrazione non sia più venuto alcun input, alcuna indicazione alle scuole su questa operazione.

Si sa che recentemente (10-11 novembre) c’è stato un convegno a Fiuggi sull’educazione degli adulti, con gruppi di lavoro composti da referenti di alcuni Irre e da ispettori tecnici su varie questioni (certificazione competenze, ecc.). Ma il problema è che le scuole – ed in particolare i soggetti coinvolti (docenti in primis) nelle sperimentazioni – non hanno più avuto alcun rimando, alcuna sollecitazione in proposito.

Questo autorizza inevitabilmente a porsi alcune domande. Innanzi tutto: questa prospettiva è considerata dal Ministero ancora attuale o no? Se così non fosse è bene saperlo (della serie "abbiamo scherzato, tutti a casa"). Se invece la risposta è affermativa, cosa ne pensa e soprattutto come pensa di muoversi il direttore regionale della Lombardia? E l’ufficio scolastico provinciale?

Riteniamo importante uscire da questo strano silenzio e dalla nebbia che avvolge attualmente i CPIA in quanto deleterio e controproducente. Non si possono lasciare in mezzo al guado, senza indicazioni e senza supporti, gli operatori scolastici che hanno avviato con impegno sperimentazioni di raccordo indirizzate esplicitamente nella prospettiva dei CPIA (è il caso di ricordare che i finanziamenti che sono stati dati alle scuole erano espressamente finalizzati alla "sperimentazione di progetti di attività di rete nella prospettiva dei CPIA"?).

Questo stato di standby, di sostanziale impasse rischia di far fare passi indietro a tutte le esperienze significative sin qui compiute a Milano e nella regione. Parafrasando una nota frase di Nanni Moretti verrebbe da dire all’amministrazione "per favore dì qualcosa…" (non di sinistra o di destra, ma semplicemente qualcosa di chiaro).
