Com’è noto, secondo l’attuale maggioranza, la crescente incultura dei nostri giovani dipende direttamente dai pedagoghi sessantottini, molti comunisti e qualche utile idiota, che con il sei politico si sono adoperati per regalare a tutti, nessuno escluso, titoli su titoli! Un disegno perverso finalizzato a fare del nostro Paese un popolo di ignoranti! Mah! Se così fosse, da questa maggioranza ci si aspetterebbe un percorso inverso: investire sull’istruzione! La scelta, invece, com’è noto, è ben diversa! Tagliare sull’istruzione e puntare solo sui cosiddetti meritevoli! E gli altri? Tutti al macero!
Ed è anche noto che uno degli ultimi atti dei comunisti in favore dell’incremento dell’ignoranza è stato quello di innalzare l’obbligo di istruzione di due anni! Il tutto per riempire le aule di sfaticati e regalare diplomi, o meglio certificazioni di competenze, secondo il nuovo linguaggio, sempre inventato da questi diabolici sovversivi!
Liquidare l’obbligo di istruzione è stato, quindi, uno degli obiettivi primari perseguito dall’attuale maggioranza. Un po’ di storia: il nuovo obbligo, sancito dal dm 139 del 22 agosto 2007, è partito con l’anno scolastico 2007/08 e la sua prima conclusione si doveva effettuare nel giugno del 2009. Ma nell’aprile del 2008 le elezioni politiche avevano decretato la vittoria del centrodestra! Che cosa poteva fare il nuovo ministro Gelmini se non disattendere all’impegno che la norma gli proponeva? E così fu! Alle scuole non giunse alcuna sollecitazione né furono date istruzioni circa le modalità della certificazione, sul cui modello a tutt’oggi non c’è nulla di definitivo! Venne poi quel comma 4 bis dell’articolo 64 della legge 133/08 che recita: “L’obbligo di istruzione si assolve anche nei percorsi di istruzione e formazione professionale”. Così la nuova maggioranza, invece di por mano seriamente ad un riordino del percorso decennale verticale, continuo ed orientativo dai 6 ai 16 anni di età, in cui fossero definitivamente liquidati i sempiterni diaframmi tra scuola primaria, media e biennio superiore, ha fatto un’altra scelta: perché spendere per istruire, se si può risparmiare… bocciando? Se un giovane è istruito, è merito della scuola, se è ignorante… è colpa sua!
Ed oggi viene sferrato il colpo definitivo! La Commissione lavoro della Camera – si noti, non la Commissione cultura e istruzione – approva l’emendamento Cazzola con cui si prevede che l’obbligo di istruzione si possa assolvere anche nei percorsi di “apprendistato per l’espletamento del diritto dovere di istruzione e formazione”. Il che significa che, dopo i 15 anni di età, l’alunno può optare se proseguire gli studi o accedere all’apprendistato di primo livello.
Occorre fare un passo indietro. Con la legge delega Biagi (legge 30/03) è stato avviato il riordino dell’apprendistato e, con il dlgs 276/03 e la circolare del Ministero del Lavoro 40/04 ne sono stati individuati tre livelli: 1) apprendistato per l’espletamento del diritto dovere di istruzione e formazione; 2) apprendistato professionalizzante; 3) apprendistato per l’acquisizione di un diploma o per percorsi di alta formazione. Quello che in questa sede ci interessa è il primo con cui venivano recepiti: a) l’articolo 2 del codice civile, secondo cui un giovane acquisisce la capacità lavorativa a 15 anni, articolo che, di fatto, dovrebbe essere decaduto in seguito all’innalzamento dell’obbligo a 16 anni; b) l’articolo 2, punto c della legge 53/05, che sostituisce l’obbligo di istruzione con “il diritto dovere all’istruzione e alla formazione per almeno dodici anni o, comunque, sino al conseguimento di una qualifica entro il diciottesimo anno di età”. Ovviamente, la restaurazione della voce “obbligo di istruzione” ed il suo innalzamento da 8 a 10 anni, di cui al citato dm 139/07, ha fatto giustizia sia della prescrizione del codice civile sia delle ambiguità del diritto dovere di cui alla legge 53/03.
Ora, se il colpo di mano della Commissione lavoro va in porto, avremo la completa dissoluzione dell’obbligo di istruzione decennale. Di fatto, si marcia dritti dritti verso la restaurazione della nostra scuola elementare e media precedenti alla riforma del ’62. Saranno due gradi di scuola in cui i docenti, invece di adoperarsi per non lasciare indietro nessuno – ahi! Don Lorenzo! – saranno “autorizzati” per legge ad orientare di fatto prematuramente gli alunni verso il proseguimento degli studi “nobilitanti” o verso il “lavoro precoce”. E neanche verso la formazione professionale regionale, ma addirittura verso l’apprendistato! Devo sottolineare che non ho nulla contro l’apprendistato in sé, anche perché il terzo livello è di grande dignità, né contro il lavoro manuale in sé! Quando mani e cervello lavorano insieme, c’è sempre da apprendere! La questione è un’altra: a) dieci anni di autentica istruzione, ovviamente, se realizzata senza paratie stagne e secondo un curricolo continuo e verticale, anche – e perché no! – con forti integrazioni tra mano e cervello, permettono a tutti i nuovi nati, e ai nuovi arrivati, non dimentichiamoli, di raggiungere competenze culturali e di cittadinanza di tutto rilievo; b) invece, nove anni di istruzione a spezzatino aprono la porta a nuove forme di selezione precoce, per di più autorizzate per legge!
D’altra parte, non c’è da farsi molte illusioni. Quando il progettato riordino dei quinquenni superiori ancora sottolinea il primato dei licei a fronte dei percorsi tecnici e professionali, la scelta effettuata è evidente: basta leggere le finalità dei tre percorsi e i relativi risultati di apprendimento! E addio alle lotte contro la dispersione! Saranno molti i dispersi per legge! Insomma, di Gentile non ci liberemo mai!
